It doesn't make dina d'malchusa irrelevant and it's not only if you're caught. The question is does one get an aveira for jaywalking?

I don't know about copying from someone else, that's a longer discussion. But I can't understand the problem with making a backup copy for yourself.

Not a good argument. It runs close to the old "It's only illegal if I get caught." Just because a law isn't stringently enforced doesn't make it less of a law. Yes, I've jaywalked but if a cop catches me I have to accept and pay the ticket.
